Clarification of continued 'No Dogs' status

Following the recent removal of the ‘No Dogs’ signs and the apparent re-introduction of dogs to Montgomery Street Park we have been in discussion with the Council to establish definitively the position of the park in terms of its designation with regards dogs. 

James Hunter, City of Edinburgh Council’s Environment Manager for the City Centre and Leith Neighbourhood has now advised us as follows:

"I have sought advice from our Legal team in relation to the ‘dog-free’ status at Montgomery Street Park.  I confirm that in 1999 the City of Edinburgh Council made a decision to exclude dogs from the whole of Montgomery Street Park by designating the entire area as a playground.  I am advised that the decision of the Recreation Committee to exclude dogs from the park has not been overturned or invalidated by the introduction of the new park management rules and that any revocation of, or change to, this decision would need to be made by the Council or one of its committees.

This means that the original decision to exclude dogs from the park remains in place and it is therefore advisable that signage recently removed from the park indicating that dogs are excluded will need to be re-instated.

The local Parks team had interpreted that responsible access with dogs would be permitted, except within the fenced off play area where dogs would not be permitted.  I regret that our actions failed to recognise a previous Council decision to exclude dogs from the whole of Montgomery Street Park.  We are sorry for any confusion caused on this issue."

Mr Hunter kindly attended our AGM on Wednesday evening and has undertaken to promptly introduce a notice into the park clarifying this position and providing a little background to the issue.  He has also undertaken to work with FoMSP to quickly decide the type and location of the permanent signage which will be reintroduced.  Beyond that, it was acknowledged some additional support from Council employees would be necessary in order to communicate the position to park users in the coming weeks to try to counteract the confusion which has arisen.

Our Annual General Meeting will be held 29th May 2013 at 8:00 p.m. at the Abbeymount Centre. (This is just next to the Regent Pub on Abbeymount).

This is an opportunity for those who are interested to get more involved. We'll be deciding whether, and when, to hold events this year, as well as taking time to discuss the relaxing of the dog ban in Montgomery Street Park, which several people have asked about. All are welcome to come along. And if you would like to add any other items to the agenda, please let us know!

WREN Funding success for fence removal!

We are delighted that our funding application for £40k to construct a new set of steps in place of the security fence that divides the park has been successful.  This will the first large project to be implemented from our masterplan to improve the park and the works should be ready by the summer.

Special thanks to Chris Rankin who has been instrumental in the development of this project and in securing funding, and to Rankin Fraser Landscape Architects who have provided all the necessary design and technical services required to realise what will be a remarkable improvement to the park.  We are of course also indebted to WREN who are providing the majority of the required funds.
